If they aren't committing a crime to finance their problem they are passing out and requiring first responders to pick em up take em to the hosp and get em all patched up so they can do it all over again. Epipen's are required cop equipment now and we know for a fact that a cops career and life can be ruined if someone dies from an over dose while in police custody. If you could get all the folks in the hospitals of this country because of drugs, alcohol and tobacco out, healthcare would be cheap.
