It can.
One technique is to 'air gap' it. As in no wires
connect the computers running the pipeline with
anything else.

Another technique is some good 'firewalls'. Both
hardware and software can be used to isolate the
mission critical computers and PLC's from the rest
of the universe.

Better question is why are the computers that control the pipeline even "ON" the internet???? Why not a closed system not subject to hackers from all over the globe?

The manual system would be alright as well but my goodness why can;t a complete computer system be just that, networked but NOT use the internet?????
