One solution, take away all deadly weapons from the cops... Limit them to non-lethal tools, beanbag weapons, nets, whatever. It's way too easy for an dingbat cop to escalate instead of dealing with situation with a decent conclusion instead of an autopsy. And that cop should be required to attend the autopsy, see who they destroyed.
Years ago from our room in the Europa Hotel, in Madrid we watched a massive protest below in the square... Give and take, shields, rubber bullets carefully restrained reactions, some chases with batons, the cops controlled access but left one street for the civilians to exit, the protesters varied their moves, faking the cops to get them to leave another side street open, key folks coming and going. Then at 10 PM, all the protestors simply dropped their banners, signs, and slipped away... Street sweepers, cleaners, moved in, by morning it was all pristine again, read fo the next weekends events... No gus, no deaths, just a protest...
