It would be very interesting to know more about this. Way more often than not, Gov. Abbott is forceful about doing what he thinks is right. So, when I read this ...

... I would have to agree ... based on what I know about Greg Abbott, if this was all completely true, I am surprised he wouldn't have have said, "Screw you!" and told all of the power plants to crank it up in spite of Biden's EPA.
We will have to see what all comes out about this in the next coming weeks/months.
When it comes down to "green emissions targets" versus people freezing and watching their houses flood from broken pipes ... well ... the EPA can suck big green donkey dicks.
