Washington, DC does have a 'national guard' but since there is no Governor and the mayor does not have the same power as a Governor, she can request but she can't call-out the national guard. That is controlled by the Pentagon, which unfortunately, Trump controls the civilian leaders there and I'm sure that he did NOT instill any sort of urgency in them to be prepared for anything like this. It's a condemnation on our civilian military leaders if the various states have been more responsive in sending physical resources to protect the nation's Capital than the Pentagon has.
