Yes, it became very obvious what was going on when the two Republican members of the Wayne County board of canvassers said that it was OK to certify the white suburbs but not the city of Detroit itself. They claimed that that there were irregularities in the records kept of incoming mail-in ballots. However, it was then disclosed that this was not uncommon and that the worst offender had been the city of Livonia, one of the those WHITE suburban cities that they were more than willing to certify.
However, the straw that broke the camel's back was when someone started to post links to the horribly racist memes that one of the Republican board members had been posting on Facebook and Tweeter over the last several years. It became quite obvious what the real motivation was, and even after Trump had already congratulated the "Heroes of Wayne County", the state Republican party put pressure on BOTH of the their members of the canvassing board and they finally reversed their vote. They knew that if this had gone to court that it would be overturned and that the judge could have imposed sanctions on the state party so they decided to fix this before the price got higher than they were willing to pay.
