Even in NY, Cuomo said that now restaurants must close at 10pm. Chris Hayes wondered whether the virus checks out then. These half measures do not work. Cuomo knows that. So why is he not doing what works? Because people will be on the street. This catch 22 is of our own creation. By not doing it right from the get go, we will suffer immeasurably now. The virus did not go away when the sun came out nor is disappearing like a miracle.
