Trump won't do it. But it was a kind gesture. I think he just acknowledges the victory shortly after the networks collectively announce it. I imagine that is why they haven't called an election whose outcome is obvious. They are talking about what to do. Biden has to do something like this so that Trump's rubes have no excuse for violence.
