In all honesty I did not till today. President Trump created it on November 16th, 2018. They are part of DHS. What caught my eye was this little tidbit as it relates to fradulent ballots. Perhaps the administration has a sting operation in effect to catch cheating once and for all - via 'watermarks'?? Or it might just be wishful thinking on my part.
