We didn't see much of an uptick when they reopened places on a limited basis. So my guess is they think that a short visit to a pub isn't the most dangerous activity. [I won't be testing my hypothesis!]
Or maybe early closing's to do with heavy drinking, the accompanying irresponsibility, and how that affects the spread of the virus.
I don't suppose it's a random restriction.
For myself, I think the second wave is because they reopened schools. There may be data which show something different. But it happened at the exact same moment. And it makes obvious sense. Schools are always the way infectious diseases spread. Those cute little germ factories running around screaming, laughing, crying and singing usually don't get symptoms but my money is on them as the most villainous superspreaders.
