The way the Trump system works is the honourable people resign and get replaced by grifters. Barr would be happy that she got out of the way.

I fully expect Barr to behave badly. I just didn't see much that was wrong in principle in the few selected sentences, although they were put badly. He was saying the boss makes the high level decisions. That's perfectly proper. The mistake was to select and approve a rogue actor as AG. Because then he gets to be the boss.

It's already clear the Bananarepublicans are trying to steal the election. They don't think they'll win it any other way.

No, I believe this is his way of dismissing her reason for resigning, and an attempt to stop others.
