In terms of general principles, I think he meant the AG has to make some judgements which are above the pay grade of individual prosecutors.
Don't know the job, but put that way, it doesn't sound dangerous... in principle. Even if, for practical purposes, Barr's own moves are clearly partisan.
On the other side of the coin, there are some excessively aggressive prosecutors, who think US law extends further than it does overseas.
