It's not quite a black and white question. My answer is that one wants to be able to push against the virus while damaging the economy as little as possible.

If you can push hard enough to make the results of coronavirus no worse than flu, then do what you can to normalise the economy without damaging the effort.

A lot of people can work from home, so encourage that. For people who have to go to work, make the journey and the destination as safe as possible. But also, allow for the fact that there are a lot of jobless people - so help them until the crisis is over.
