You are right that it's a distraction. And I have accepted that black people are treated badly by the police. So I agree there's an equal justice problem.
I still think there's a close association between poverty and harsh police treatment. And that you ameliorate the issues for black people, who are disproportionately poor, far more effectively by economic measures than anything else. Make a big black middle class and issues will be resolved in ways that cultural interventions won't cure.
I just don't know precisely how you create that middle class group, except via business investment and government infrastructure (education, benign policing etc). But that's not an original idea and we haven't succeeded too well as yet.
