...cops are a semi-military operation. They have methods and procedures and orders from the top that often prohibit the following of methods and procedures. Even back in the sixties we had orders to cuff felons regardless of situation. Someone once made an error by not cuffing one and he awoke in the hospital, grabbed a scalpel he found and cut up half a dozen people before he was subdued.

...leaders in every organization try to eliminate thinking by having lots of rules and regs.
