I've provided a link below that describes the regulations that were in place during the Obama years for oil and gas drilling by non-Federal entities on National Wildlife Refuge System lands. The precedent is established. It's legal and was even under Obama.

As I recall, your house is an oil guzzler (uses heating oil and isn't particularly well insulated.) Where do you think that oil comes from?
