Given the rampant insanity infecting the sh!thole-in-the-making Democrat Plantation formerly known as Minneapolis, the rationality of this poor demented slob has obviously been compromised. Now, if he had said, "the U.S. needs another lockdown to destroy the economy in accordance with the wishes of the Democrat Party," then you would know that he still has command of his faculties.
