His brain is absolute proof against sense.
Take the UK as an example, a country with approximately one fifth the population of the US.
The UK has done 16m coronavirus tests versus the US 59m. That's one quarter times as many tests in a population one fifth the size.
Or put another way, that's 236k per million UK people versus 177k/million in the US.
So the UK has done relatively more testing than the US.
Is the US increasing its testing at a faster rate than the UK? Nope. They are both testing at a fairly steady rate and have done since May and definitely for at least the last month and a half.

But UK cases have been declining. They are down by a third in the last month and a half, even while the number of daily tests stayed much the same.
Whereas US cases have tripled in the last month and a half to 65k, while testing has been going on at a fairly steady rate.
Hmm. The country with more testing, the UK, has fewer cases. The one with less testing, the US, has more.
In presidential math, the UK numbers are impossible.
In reality, the virus has spread in the US. Deaths are increasing. And the president is such a dimwit he can't figure it out.
