That's police omerta, like the mafia. That force needs to be changed from the ground up.
The bad news is that the police culture isn't independent of US culture. It's part of it. So it suggests rot at the core. Very worrying.
It shouldn't be necessary, but maybe it is, that the US Bill of Rights should contain an extra section explaining the principles behind the exceptions to the rights enumerated. Yes, you have free speech in relation to government, but not a right to incite panic or violence or untruthful damage to reputation or to copy intellectual property etc. In fact, the government is right when it protects those things against speech. Etc
Also, y'all need a Bill of Duties. Not only to the Government (eg in times of war), but also to one another (eg during a pandemic). This is because it seems some Americans are so dull-witted they apply rights tools as if they are a license to selfishness or to damage others.
The US constitution relies on the decency and rationality of the people. Without that, it ain't going to work.
