The discovery of new cases due to testing reveals what has been obvious. The US has been undercounting new cases in some states all along.

It is also very clear that several states are seeing spikes in cases now. The ones you are pointing to are three of these.

The UK, which by comparison has much more testing than the US as a percentage of its population, shows what declining while increasing testing looks like.

Florida, Texas and Arizona hit daily records for virus cases, each identifying well over 2,000 new infections as they have moved swiftly to reopen.
Florida reported 2,783 new cases, Texas 2,622, and Arizona 2,392.

The new daily highs came as all three states have increased testing and moved swiftly to ease social distancing restrictions and allow more businesses to reopen. They were among 20 states that have seen the number of newly reported cases grow over the last two weeks, according to a New York Times database.
