Perhaps I should say, you can do so, but always with the caveat that the counting methods are so different from state to state and country to country as to limit the value of the exercise.
There's likely more utility in comparing a state/ country with its own past figures than there is with comparing it with other states/ countries.
So, yes, india is seeing an acceleration in its infection and mortality rate. But has it definitely had the sixth most cases as of today: it's an estimate, but i may be comparing apples and oranges.
Same when comparing NY and TX. NY has had its first wave and TX hasn't. That much is obvious. But i don't know if they are counting the same things.
