This is because the PPP money kicked in and all these people were put back on payrolls and therefore were no longer considered as unemployed. In fact, if they had already applied for and had their unemployment paperwork processed, they going beck on the payroll, even if they're not actually working full time yet, they would be considered as having been 'rehired'. When the PPP runs out and if things aren't fully open, they're just going to be unemployed again in a couple of months (the PPP only covers eight weeks of payroll).
