I'm pretty sure it is the governors who are allowed to call
out the National Guardsmen for duty within the States.

I'm also pretty sure there are both Constitutional issues
and probably laws keeping the President from committing
military force to domestic problems.

But, there is still the FBI and the 'department of justice' . .
And I would hope there are lots of folks in those departments
scouring the videos of the rioters trying to identify some of
the perpetrators so they can be arrested and executed.

Getting angry so often is going to give you a heart attack. The country only has 450,000 National Guardsmen. It has many more reservists, of which the National Guard is a part. The President has the authority to mobilize them but I don't know if he controls them - in which case it isn't the President's fault if they aren't doing anything to help New York. They may get their orders from their governors - I don't know.

Our board's former Army members may know more about how it works.
