I got a better idea.

1.) Try to track down who put the bricks there.

2.) Remove two layers and insert a bunch of those
'dye pack' bombs and some tear gas bombs inside. Put
some bricks back and when the bombs go off you know who
to arrest.

SOMEONE has been delivering pallets of bricks to city streets where "peaceful protests" are expected. The pallets are not construction related.
