...the mayor is jacob frey and the chief of police works for him. The chief is responsible for training his officers and has trained them to use this technique and prescribed when this technique is acceptable. Looks to me like the ultimate responsibility for this is the mayor himself.

Liberals are like a "Slinky". Totally useless, but somehow ya can't help but smile when you see one tumble down a flight of stairs!
