Well ... ribit is KING of Toad Suck, so yeah ... he can most certainly decree that they wear masks of duct tape. Another alternative might be to super glue the edges of a cloth mask to their face, but then again, I don't know if super glue is all that effective when used on human skin.
All we're really trying to do is help make their communication more beneficial for the American public, so this could work, too ...
