Obama wished to be an internationalist and he was diplomatically-speaking. But on the military side of things, he came across as a bluffer whose bluff was called.
Then came Trumpty-Dumpty. And America's global reputation has been smashed to pieces. The US is seen by many as one of the populist strongman countries, along with Russia and Brazil. None of these countries truly respects or follows the rule of law any more.
