Deficits are neither good nor wicked. It depends where in the economic cycle you are, what needs exist and whether you can afford them.
Deficits that fund projects that yield more than they cost are often a good idea, especially when unemployment is growing.
Deficits that exacerbate inequality to extreme levels are usually a bad idea, as the folks you want to fund are those with ideas. And the anecdotal tales say that they are to be found in garages, not in palaces.
Deficits that save large numbers of lives justify themselves using moral reasoning, even if they make less economic sense.
There's no overarching rule which says deficits are bad and surpluses are good. It just depends.
