It isn't a leader. It isn't a follower. It's an empty head space, incapable of learning.

In a way it is rather sad, because he was actually trying to listen and to communicate what he had learnt from doing so. Which is sort of what you want him to do.

It's just that he ain't capable of it. It's like asking an orangutan to explain arithmetic.

I agree, and think Dr Birx got it right.

He wants to be the hero, after first hoping he could ignore the virus, or wish it away.

He doesn't have the skills to work through situations, by reading, and listening, and working with others.
He wants all of the praise, and no responsibility.
That isn't a leader.
