My understanding, they will use 2018 tax returns to base it on.

Remember, 2019 is now stalled till July 15, if you haven't already filed.

One other thing I would do. Lower the threshold for people who receive direct income to $50k and then taper to $100k.

Then raise the payment allowance for the lower income recipients.

You can give the full allowance to everyone but retrieve the relevant amounts for people above the threshold using 2020 end of year income taxes. So for wealthier people, it's a small loan lasting a year. For poorer people, it's life support.
