Our tax dollars are being wasted building a border wall that has to have 'flood gates' which must be left OPEN during the summer months to prevent flash floods from washing-out the structures...

Here's what these 'flood gates' look like, and yes, they're large enough that anyone could crawl thru them:

But there are long sections where the flood risk is so high that they simply leave gaps in the wall:
