The White House is saying that Trump was NOT given enough time by the Democrats to prepare for the hearings this week and therefore he wasn't ready to respond. After all, it's ONLY been 65 days since Nancy Pelosi announced the beginning of the Impeachment inquiry, not nearly enough time for Trump to fabricate a false defense.

...and might even think that he's cooperating because there might be something to the charges. However, if he refuses to participate, he can continue to condemn the Democrats and attack the process, something that his base WILL understand. This way he can continue to claim that impeaching him is unconstitutional and his base will believe him, which of course is ludicrous because Impeachment is spelled out in black and white in the Constitution.
