This is a sport-challenging problem at the rugby world cup. How is a referee meant to distinguish deliberate violence from the violence the sport depends upon if the rules are finely balanced and based upon nuance?
Anything watched in slow motion looks bad. But in real time, people just aren't entirely in control of what happens.
I'd say they should place the rule in a place in which the infractions are obvious and leave alone the marginal cases. Otherwise, a sport that is a sort of proxy contest between warriors will have no purpose.
