One reason why Trump may be unwilling to allow the whistleblower's complaint to be seen by Congress is because it was an Obama executive order that set-up the mechanism by which whisleblowing is even allowed inside the intelligence services.

Wanna bet that Trump will now try to undo that mechanism by issuing his own executive order...
