This is so Romney. He has left room to back down if he finds his fellow Republicans remain quiet.

But if they move, he will say he was in the lead.

When actually, Trump and his private attorney Giuliani have already admitted it. The only real question is whether anybody does anything about it - like insisting that the transcript is released and that when it confirms what the President did (ask 8 times for Biden to be investigated) he is impeached.
