When it has a voting system which lets an assembly of qualifying people from that country take decisions about laws?
When it has a voting system which provides qualifying people from that country to a parliament whose obligation is to act as their representatives?
When a large body of qualifying people in a country have a right or a duty to vote?
When voting and representation qualifications include age-related factors, such as adulthood?
When qualifying voters have the ability to remove from office within a fixed period those whom they previously chose to represent them?
When there are no powers vested in aristocracies or monarchies which can restrict decisions made by the people or their representatives?
When elected leaders are subject to the rule of law?
When no part of the population is enslaved and hence every qualifying adult can vote as an equal of everyone else?
When qualifying people of both biological sexes are treated as equals from a voting perspective?
When there are no qualifications on voting other than citizenship, adulthood and sanity?
When there are no qualifications on representation other than citizenship, adulthood and sanity?
Or are there simply different flavours of democracy, each of which is a work-in-progress?
