Only two points.
First, whether this was wicked of them rather depends on timing. I don't think I would criticise anyone for paying themselves before they were aware something was seriously wrong. If they have done so afterwards, then I am with the municipal governments and the states.
Second, I think the US should be looking in the mirror more than anything else. Regulate. Don't blame. If the drug had few side effects, the company's sales practices would have been winked at. But actually, the lack of a robust system regulating sales practices is the bigger issue. Even if it has some benefits, treating the sale of medicine as a for profit system turns patients into targets. The more customers you can get, the better. That contradicts the basic theory of medicine, which is to treat the patient in order to rid them of whatever is wrong with them.

Earlier this week, thousands of municipal governments and nearly two dozen states tentatively reached a settlement with the Sackler family and the company it owns, Purdue Pharma, maker of OxyContin.
But the attorneys general of a majority of states, including New York and Massachusetts, are balking at the proposed deal, contending that the Sackler family has siphoned off profits from the company that should be used to pay for the billions of dollars in damage caused by opioids.
