I didn't know that Biden had a memory issue. It didn't sound like the point Castro was making was any kind of point if I understand Biden's ideas correctly. At least, if there is a crack through which some might fall, I cannot see it.
Medicaid for the poor
Medicare for the elderly
Veterans care for veterans
Corporate plans for people in companies
Obamacare through private insurance or a public option for everyone else
For me, Biden's public option is the right next step. With Obamacare and Medicaid in the end providing a sort of universal system.
In some way it would be nice to provide additional protections for people with ongoing conditions, as of course such conditions often affect a person's ability to work and pay for their own insurance. But I think the existence of the condition, rather than poverty, ought to be the test for coverage.
They also damage the costs of insurance for everyone else, of course, but I don't see why those costs should flow through private insurers rather than the tax system which allows the burden to be assigned progressively.
