Per a story on MSNBC today, this is exactly what happened. The Republican leadership of the North Carolina Legislature promised the Democrats that there would be NO votes during the morning session so that their members could attend a 9/11 memorial service. However, once a sufficient number of Democrats had left so as to give the Republicans the super-majority that they needed to override the Governor's veto, they went ahead and called the vote. When the Democrats who were still in the House at the time objected, they then claimed that the announcement that had been made about not holding a vote was NOT an 'official announcement' so therefore they were NOT obligated to honor it.

I wonder how many of the Dems were at the same 9/11 memorial service as was the Governor? It was while that service was underway that the Republicans in the State House called the vote.
