"God willing: The best way for opponents to counter Mr. Johnson would be to force new elections; a vote of confidence in his government could come next week."

Johnson wants new elections. He will set the date for the election after the Brexit leave date on 31 October. So he's hoping there's a confidence vote to force an election which he cannot call unless there is one. He is leading in the polls by miles. His main opponent, Jeremy Corbyn, is incredibly unpopular. So he hopes to increase his majority, having succeeded in withdrawing from Europe.

Americans seem to think remaining is a popular option. It isn't. At best it's 50-50. But generally, pro-Brexit is a slight majority.
