I would assume that in order to get a license, you'd have to meet certain criteria which could include a background check and gun safety class.
Back when I was in high school in Michigan, I had to take a gun safety class before I get my first deer hunting license (I was 14 years old). Also, in Boy Scouts you had to take a gun safety class if you were trying to get your target shooting Merit Badge. If I recall correctly, many of these classes were sponsored by the NRA, but then back then, 55+ years ago, the NRA was a very different organization. This was when they were getting 100% of their money from membership dues and subscriptions to their various magazines.
Well, I don’t think it solves the current issue we’re having, so leave it alone for now at least. I don’t even know what problem it solves. Focus on what would work.
Background checks, red flag laws, and assault weapons ban do address the issue of mass shootings.
