The me-victim culture isn't about actual victimhood. It's about individuals and groups posing as victims to achieve the advantage that they perceive others get.
The people who suffer in silence are the example of muscular individuallism. These sorts of folks are mostly ignored and are rarely rewarded. And yet it is they who have the attitude upon which a successful society depends.
You see the celebration of such silent, virtuous people in the ascent of a society. And of the other sort in its descent.
