A spokesperson for Senate Majority Leader Chuck Schumer, D-N.Y., said he was unable to attend due to “a longstanding commitment in upstate New York,” while a spokesperson for Sen. Kirsten Gillibrand, D-N.Y., told NBC News that the senator also had a prior commitment preventing her attendance.
A Trump administration source told NBC News the White House invited “every member of Congress” to the ceremony through an email from the Office of Legislative Affairs.
The spokespersons for Schumer and Gillibrand said the invitations for the bill signing came early Saturday morning, just after midnight.
However, a spokesperson for Rep. Carolyn Maloney, D-N.Y. — the lead author of the legislation — told NBC News that she did not receive an invitation.
