It would be more practical to add a slip of paper with the question, if he gets approval, which I doubt.

My guess is they will try to reverse their purchase order with the printer. Then print the census with the question, and say it is impractical to remove it.

The courts then say they are in breach, issues a naughty action statement and the administration responds by explaining lack of time as extenuating circumstances, and that will be the end of that. And the end of any semblance of the rule of law, which is what Barr's doctrine implies anyway.
