There's no strategy except to claim the US is a victim of everyone else.

The reason countries like Japan and Germany have smaller defence budgets is because we know what happens when they spend more. The issue isn't only whether a country pulls its weight from a military perspective.

Also, ps, the GOP starts a war nearly every time it is in power, which is another reason its military budget is hard to afford.
