Does this fulfill the 'legislative need' for requesting the tax returns of individuals? If the IRS is letting this sort of thing go unchallenged, you have to ask yourself what might a Manhattan real estate developer try to get away with? Seems like justification to me...

Bill Koch took a $43 million income tax loss on his $63 million Cape Cod vacation home, @DCReportMedia reveals in The Koch Papers, Part 4.

Congress says you cannot deduct losses on losses on personal homes, but Koch did it anyway and claims it is A-OK.
