Mueller thinks Trump obstructed justice. Barr has weird views about obstruction. Barr says Mueller has different view of obstruction of justice to him, so he is disqualifying Mueller's conclusions.
Barr's opinion doesn't matter. Congress decides if Trump's behaviour was obstructive and if the obstruction merits impeachment. Now they have to hear from Mueller. Mueller will provide the facts and his arguments. Congress will listen to him, not to Barr.
