Actually, knowing the opinions of legal opinions turns out to matter. If people explain their views, senators can make constructive judgements about how they will operate once in office.

Duh!

Brown is not even controversial, far as I know. So Rosen is likely using the principle of Brown to conceal some other Trumpian protection.
