I think the best way to contemplate the Mueller report is to expect it to report narrowly on its purpose. Its purpose was to consider Russian collusion with the Trump campaign.
He found several people to indict. But he hasn't indicted Trump or members of his family. Perhaps there was insufficient evidence to do so, even if he hired lots of people who operated as Russian assets. Odd coincidence, but you still need evidence.
This doesn't mean Trump's other issues go away. Mueller has presumably passed to other teams evidence about such matters. And those attorneys are already investigating them, although they may be unrelated to Russia. Things like campaign finance violations, tax evasion, and so on.
The one thing which I can't easily make sense of is the Roger Stone trial. He appears to have been involved in collusion. How can Mueller draw a conclusion and finalise his work before Stone is complete? One explanation for this might be that he believes he has evidence which would lead to Trump's removal from office by Congress, and so he cannot wait.
But we don't know anything yet.
