Mueller has hived off various investigations to different teams.

I presume he has found all that he needed to draw a conclusion about the main one. Maybe the evidence is overwhelming. Maybe he found nothing. Those are surely the two most likely explanations, don't you think?

Imagine if Trump was under glass that long...

The Clinton investigation lasted from 1994-2002. During that time, Ken Starr served as independent counsel for 4 years from 1194 — 1998.

Robert Fiske was the first independent counsel for 6 months prior to Starr, and Robert Ray took over from Starr in 1998 and was independent counsel to the end of the investigation in 2002.

Mueller has been the independent counsel since May 17, 2017. This investigation is much more complicated that the relatively simple Clinton investigation.
